In Wuhan, the most populous city in central China, an experiment in democracy takes place for the first time in the third grade of a primary school. The children are asked to elect a class monitor, who will help keep the students under control and on task. Each of the three candidates must show their worthiness by performing in a talent show, participating in a debate, and delivering a speech extolling their virtues and qualifications. As with any political campaign tempers fly and tears sometimes trickle, but this first step toward democratic elections may foreshadow things to come in China.
